  The Israelites were not restored from their captivity all at
  once:  a few returned with Zerubbabel, some more with Ezra and
  Nehemiah; but a great number still remained in Babylonia,
  Media, Assyria, etc.; and therefore the Psalmist prays for a
  complete restoration.
