Adam Clarke's Bible Commentary Verse 5. Worship at his footstool ] Probably meaning the ark on which the Divine glory was manifested. Sometimes the earth is called God's footstool, Matt. v. 35; Isa. lxvi. 1; sometimes Jerusalem; sometimes the temple, Lam. ii. 1; sometimes the tabernacle, Psa. xxxii. 7; and sometimes the ark, 1 Chronicles xxviii. 2. The Israelites, when they worshipped, turned their faces toward the ark, because that was the place where was the symbol of the Divine Presence.

Verses 1-5 - God governs the world by his providence, governs the church by his grace, and both by his Son. The inhabitants of the earth have cause to tremble, but the Redeemer still waits to be gracious. Let all who hear take warning, and seek his mercy. The more we humble ourselves befor God, the more we exalt him; and let us be thus reverent, for he is holy.
